Explanatory notes on the authorisation procedure – authorisation statutes moreless

  1. Study places are allocated in an admission-restricted degree programme in accordance with the latest version of the HZVO, currently in the version dated 2 December 2019 (GBl. P. 489).
  2. The preselection includes applicants who
    • have fulfilled their compulsory service (military service, civilian service) or a temporary service obligation (maximum three years) or
    • have worked as a development worker for at least two years or
    • have completed a voluntary social year or
    • have completed the voluntary ecological year or
    • have cared for a child or a relative in need of care for up to three years and were admitted to the respective university of applied sciences immediately before or during the above-mentioned activities in the above-mentioned degree programme (please enclose a copy of the letter of admission). The preselection applies at the latest to the second award procedure carried out after the end of the service.
  3. A case of hardship according to § 24 HZVO only exists if there are such serious health, social or family reasons in the person of the applicant that even if particularly strict standards are applied, it is not reasonable to expect the applicant to wait even one semester for admission. A detailed justification, supported by evidence (e.g., a specialist medical report), must be attached to any application for recognition as a case of hardship. Financial reasons that necessitate the immediate commencement of studies, or the illness or care needs of a parent or other relative, are generally not considered sufficient grounds for a hardship application.
